Professional Summary and Representative Experience

Robert Hobbs is a partner in the Nags Head office of Hornthal, Riley, Ellis & Maland LLP.  Robert has practiced law with the firm since 1986. He is board-certified by the North Carolina State Bar Board of Legal Specialization in real property law. His legal work in real property includes commercial and residential real estate transactions, real estate development, community and condominium associations, and municipal and local government law.

Robert's extensive legal experience includes representing real estate developers, lenders, nonprofits, business entities, land conservation entities, and families in real estate transactions. He prepares and negotiates leases, purchase and sale agreements, easement, construction agreements, and other real estate documents. He also assists clients with new real estate developments.

Robert regularly counsels community and condominium associations in such matters as updates and revisions to declarations, bylaws and other association documents, as well as association governance.

Robert has served as the Board Attorney for the Dare County Airport Authority since July 1990 and Town Attorney for the Town of Duck, North Carolina since August 2008.

Robert's local government experience also includes governmental finance transactions, public use, easements, zoning, code amendments, leases, and governmental land acquisitions and dispositions.

Representative Accomplishments

Since 1992, Robert has been board-certified as a specialist in commercial and residential real property law by held the North Carolina State Bar Board of Legal Specialization.  He is the only attorney in Northeastern North Carolina who is board-certified in both commercial and residential real property law.

Professional Activities

Since 2015, Robert has served as a charter member of the Board of Directors of the Campbell University Law School Alumni Association.

Since 2009, Robert has served on the Real Property Drafting Committee for the Multistate Bar Examination. This five-member committee consisting of four law professors and one practitioner drafts real property law questions for the Multistate Bar Examination, which is administered by the National Conference of Bar Examiners as part of the bar examination in forty-nine States, the District of Columbia, and four U.S. territories.

From 2004 to 2011, Robert served as a member of the Section Council of the Real Property Section of the North Carolina Bar Association, which has more than two thousand members.  Robert's service to the Real Property Section has also included serving as Chair of the Section (2009-2010), Vice-Chair (2008-2009) and Treasurer (2007-2008).

From 2004 to 2008, Robert served as a member of the Strategic Planning and Emerging Trends Committee of the North Carolina Bar Association.

From 1997 to 2002, Robert served as a member of the Real Property Committee of the North Carolina State Bar Board of Legal Specialization, which drafts and grades real property questions for the specialization examination administered to attorneys seeking a board certification in real property law from the North Carolina State Bar.

From 1997 to 1998, Robert served as a member of the Membership Recruitment and Retention Committee of the North Carolina Bar Association.

From 1993 to 1996, Robert served as a member of the Board of Governors of the North Carolina Bar Association.

In 1991, Robert served on the Forms Book Committee of the Real Property Section of the North Carolina Bar Association.

From 1988 to 1993, Robert served as a member of the Section Council of the Law Practice Management Section of the North Carolina Bar Association and as Chair of the Section (1991-1992).

Since 2008, Robert has provided pro bono legal services as General Counsel of the Roanoke Island Historical Association, which produces The Lost Colony outdoor symphonic drama.

Robert has been a member of the North Banks Rotary Club since 1989, having served as Secretary (1992-1993), member of the Board of Directors (2007-2012), President-Elect (2010-2011), and President (2011-2012).  Robert received the Club's "Rotarian of the Year" award in 1993.

From 2000 to 2006, Robert served as a member of the Board of Directors for Outer Banks Hotline, which provides crisis intervention, temporary shelter, information and referrals, advocacy and prevention education services.

Robert is a member of St. Andrew's By-the-Sea Episcopal Church in Nags Head, where he has served on the Vestry (1993-1995), Rector Search Committee (1993-94) and as Senior Warden (1995).
